Governor Monday Okpebholo of Edo State has introduced two major initiatives aimed at uplifting the state’s workforce and improving governance: the disbursement of a 13-month salary to state employees and a new policy that guarantees automatic employment for first-class graduates of Edo origin from universities both within and outside Nigeria.
13-Month Salary Initiative
The Governor’s approval of the 13-month salary is intended to provide financial relief and boost the morale of state employees. This disbursement, often referred to as a “Christmas bonus” in some states, underscores the administration’s commitment to recognizing the contributions of civil servants and ensuring they are well-motivated as the year ends. Graduate Development Programme (GDP)
In a bid to attract top-tier talent to the Edo State Civil Service, Governor Okpebholo has rolled out the Graduate Development Programme (GDP), which offers automatic employment to first-class graduates of Edo State origin. Dr. Anthony Okungbowa, the Head of Service, explained that the GDP is designed not only to bring talented individuals into the system but also to address the critical issue of retention. Eligibility and Process

Successful candidates will be placed in various Ministries, Departments, and Agencies (MDAs) to ensure their skills are utilized in areas where they can have the most impact.
The program also includes plans to provide these graduates with private-sector experience. To further enhance the program, the state government is partnering with Edo Innovate, a technology and innovation hub, to provide participants with training and mentorship. Dr. Okungbowa emphasized the importance of sustainability in the program. “The sustainability of this initiative depends on all of us—civil servants, policymakers, and the general public.
