The Nigerian Institute of Public Relations (NIPR) has declared that engaging in public relations practice without certification from the institute is a criminal offense, punishable by fines, imprisonment, or both.
Gists9ja reports that this announcement was made by the NIPR National President, Dr. Ike Neliaku, during a national press conference and the investiture of Jigawa State Governor Umar Namadi as a patron of the institute. The event was held at the Sir Ahmadu Bello Hall in Dutse, Jigawa State.
Legal Backing for NIPR’s Authority
Dr. Neliaku elaborated on the legal framework underpinning the NIPR’s regulatory powers. He explained:
“The Nigerian Institute of Public Relations was established in 1963 and achieved Chartered Institute status in June 1990 through Decree No. 15, now cited as CAP N114 Laws of the Federation of Nigeria 2004. This Act empowers the institute to register members, set qualification standards for practice, regulate the profession, and monitor adherence to the established Code of Ethics.”
The NIPR operates under the supervision of the Federal Ministry of Information and National Orientation and sets academic and professional criteria for admission, serving as the sole regulator of public relations in Nigeria.
Dr. Neliaku emphasized that the institute now recognizes public relations as a formal profession within the federal, state, and local government public service frameworks. He warned:
“If you are practicing PR under any guise without NIPR certification, you will be prosecuted. If found guilty, you face fines, imprisonment, or both.”
Honoring Governor Namadi for Agricultural Excellence
The NIPR Council’s visit to Jigawa State also served to honor Governor Umar Namadi for his significant contributions to food security in Nigeria. The governor was awarded the Diamond Prize for Excellence in recognition of his administration’s efforts in promoting agriculture.
Expressing his gratitude, Governor Namadi acknowledged the institute’s recognition and reiterated his commitment to agriculture as a cornerstone of his government’s 12-point agenda. He dedicated the award to the people of Jigawa State for their unwavering support and cooperation, highlighting that food security remains a critical factor in national development.
