The Federal Capital Territory (FCT) Minister, Nyesom Wike, has revoked 4,794 land titles due to the non-payment of Ground Rent for over 40 years.
This action affects properties across key districts in Abuja, including Central Area, Garki I and II, Wuse I and II, Asokoro, Maitama, and Guzape.
Background on the Revocation
The FCT Administration (FCTA) had repeatedly issued warnings through national newspapers and broadcast media since 2023, urging property owners to settle their outstanding Ground Rent obligations. However, compliance remained low, prompting the government to take decisive action.
During a press briefing, the Minister’s Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, alongside the FCTA Director of Lands, Chijioke Nwankwoeze, confirmed the revocations.
“Despite several notices and publications, many property owners failed to pay their dues. The law is clear on this matter, and the administration has decided to enforce it,” Olayinka stated.
Massive Debt in Unpaid Ground Rent
According to Nwankwoeze, as of the end of 2024, a total of 8,375 property owners owed the FCT Administration ₦6,967,980,119 in unpaid Ground Rent.
“Out of these, 4,794 property owners have defaulted for more than a decade, violating the terms of their Rights of Occupancy. As a result, their land titles have been revoked under Section 28, Subsections 5(a) and (b) of the Land Use Act,” he explained.
He also emphasized that Ground Rent payments are due annually on January 1st, without demand, as stipulated in the Right of Occupancy terms.
Final Grace Period for Other Defaulters
The FCTA has extended a 21-day grace period to property owners who have defaulted for one to ten years. If they fail to settle their debts within this period, their land titles will also be revoked.
“This is a final opportunity for those still owing. If payments are not made within the specified period, we will take the necessary steps to reclaim the lands,” Nwankwoeze warned.
Implications of the Revocation
The large-scale revocation of land titles signals a firm stance by the FCTA on enforcing land regulations in the capital. It also serves as a warning to other property owners who have yet to meet their financial obligations.
With this move, the government aims to ensure proper land administration, compliance with property laws, and increased revenue generation from Ground Rent payments.
