Deputy Senate President, Barau Jibrin, has defended the expedited passage of the controversial Tax Reform Bills, explaining that the move was intended to allow Nigerians to engage with and comment on the proposed legislation.
The bills, sent to the National Assembly by President Bola Tinubu in September, have drawn widespread criticism, particularly from Northern governors, traditional rulers, and various groups, who argue that the reforms would exacerbate economic hardship in the region and across the nation. Governor Babagana Umara Zulum of Borno State voiced his concern during an interview with BBC Hausa, warning that the bills could cripple state finances to the extent that governors might struggle to pay salaries.
Speaking to BBC Hausa, Senator Barau Jibrin acknowledged the backlash, particularly on social media, but clarified the rationale behind the speedy passage of the bills for their second reading. According to him, this procedural step was necessary to create space for public discourse and expert input before proceeding further.
He explained, “Because of the contents of the bills, we decided to invite experts, including those who developed the bills on behalf of the President, to explain the provisions and advise us. This way, Nigerians can be fully informed about the bills and provide their input.”
Jibrin emphasized that passing the bills for the second reading is a procedural requirement before they can be referred to a committee for thorough review. “The second reading allows the public to comment, give their contributions, and ask questions. It’s not the final step; rather, it marks the beginning of the legislative process,” he said.
Responding to criticism about the timing and implications of the bills, Jibrin reiterated that lawmakers have no intention of passing legislation that would harm Nigerians. “Nobody will support anything that hurts their people. The priority now is to fully understand the provisions of the bills. Many Nigerians, including some lawmakers, are unaware of the details, which is why the committee will examine them carefully and consult experts,” he added.
The Tax Reform Bills have generated significant anxiety, particularly in Northern Nigeria, where stakeholders fear that the proposed changes could deepen economic woes in the region. Jibrin’s comments aimed to reassure critics that the legislative process is still ongoing and that the concerns of citizens will be considered.
As the bills move to the committee stage, public engagement and expert analysis are expected to play a critical role in shaping the final outcomes. Lawmakers have urged Nigerians to participate actively in the review process to ensure the reforms align with the nation’s economic realities and do not place undue burdens on its citizens.
