Federal Government Sets to Transform Livestock Farming with N11.8 Billion Initiative
The Federal Government of Nigeria is taking bold steps to modernize livestock farming with a groundbreaking initiative that will see the establishment of ranches in seven states. As part of its proposed 2025 budget, the government has earmarked N11.8 billion to revolutionize the sector, focusing on modernizing farming practices, reducing farmer-herder conflicts, and boosting the agricultural economy.
Ranching Initiative to Address Key Challenges
The newly established Ministry of Livestock Development is set to lead this transformation, with a specific focus on promoting sustainable and profitable livestock farming. The proposed budget includes a substantial N315 million allocation for “Support for the Establishment and Rehabilitation of Ranches” in key states such as Adamawa, Lagos, Imo, Cross River, Taraba, Kebbi, and Ogun. This initiative is designed to significantly improve the living conditions of both farmers and herders, providing long-term solutions to the challenges they face.
Security Enhancements and Technological Interventions
A critical aspect of the plan is ensuring the safety and productivity of grazing areas. To this end, N50 million has been set aside to install solar-powered streetlights in grazing regions, enhancing security and enabling more productive activities after dark. This move aims to reduce security concerns in rural areas, making grazing more efficient and less prone to criminal activities.
Investment in Livestock Health and Breeding
In a bid to improve livestock quality and increase production, N45 million will be allocated for artificial insemination programs in selected grazing reserves. This investment will support advanced breeding techniques, ultimately boosting the genetic quality of livestock and contributing to a more sustainable agricultural economy.
Conflict Resolution and Stakeholder Engagement
Addressing the perennial issue of farmer-herder conflicts is another priority in the proposed budget. To this end, N55 million will be used for the training of workers and task forces in conflict resolution techniques. This initiative aims to foster understanding and collaboration between farmers and herders, minimizing violent clashes and promoting peaceful coexistence.
Moreover, N85.5 million has been allocated to facilitate stakeholder engagements, bringing together governors, commissioners, traditional rulers, and thought leaders from across the country. These collaborative efforts at both the federal and state levels are designed to align all relevant parties in support of sustainable solutions for the livestock sector.
Development of Pastures and Support for Smallholder Farmers
Further investments are planned to improve the resources available for livestock farming. N118 million will be directed towards the development of pastures, feed, and fodder in grazing reserves and ranches in Yobe and Delta states. This will enhance the sustainability of grazing areas and improve the quality of pasture available to farmers and herders.
Additionally, N150.5 million will be used to provide improved seeds and resources to 200 smallholder pasture farmers across 12 states. This support will help smallholder farmers adopt more efficient and sustainable farming practices, contributing to the overall growth of the sector.
Smallholder livestock farmers will also benefit from the government’s commitment to improving livestock quality. N94.39 million has been set aside to support 3,700 smallholder farmers, providing them with access to superior breeds, artificial insemination services, feed, and essential veterinary inputs.

This comprehensive approach to livestock farming aims to address multiple challenges within the sector, from improving livestock health to fostering peaceful coexistence between farmers and herders. The government’s initiative is a step toward ensuring the long-term sustainability of Nigeria’s agricultural industry, while providing vital support to both smallholder farmers and large-scale livestock producers.
